Ben Carter, an Atlanta-based retail developer, is proposing a $75 million plan in which he would acquire 24 properties with the goal of revitalizing historic Broughton Street in Savannah, Ga. He has also announced development plans for a 400,000-square-foot fashion outlet retail center in Augusta and provided more information on the future Tanger Savannah outlet center in Pooler.
