The Boston waterfront could be home to two new mixed-use towers if a developer gets his way. The developer has proposed a $1 billion redevelopment of Harbor Garage near the city’s aquarium. Work would involve razing an eight-story parking garage and building an underground garage — on top of which would be two towers that would include a hotel, office and retail space, condos, restaurants and an open public space.
