Illinois Gov. Bruce Rauner issued an order to the state’s agencies saying they could not award any contracts unless his administration gave the OK. That halted some of Move Illinois, a $12.1 billion project to rebuild and widen roadways. However, Rauner has told the Illinois Tollway to go ahead with $1.6 billion in work this year.
