N.Y./N.J. Port Authority releases $27.6B capital-spending plan

The Port Authority of New York and New Jersey has unveiled its 10-year capital-spending plan worth $27.6 billion. Construction projects at three airports in the two states are allocating $8 billion in the proposed budget. The plan also earmarks nearly $5 billion to finish rebuilding the World Trade Center site.
