Forest City Washington is planning to revamp its Ballston Common shopping center in Arlington, Va., by making the enclosed center outward-facing. The company had to work around a professional hockey team’s indoor training rink as well as office space, and now has come to an agreement with lead tenant Macy’s after years of negotiations.
