Triple Properties has filed a proposal with Wayne County, Mich., for a $1 billion mixed-use project to go up on the site of a half-built jail in Detroit. The project would include a 25,000-seat soccer stadium, along with residential units and retail stores, and will create 2,000 construction jobs.
