Work begins on 41-story tower in Seattle

PCL Construction has started construction on a $190 million, 41-story luxury apartment and hotel project in Seattle that is expected to be complete in 2017. Part of the money for the Potala Tower was raised through the EB-5 program, where foreigners invest in projects that create jobs in exchange for a green card.
