South Carolina considering new rail yard for Port of Charleston

A proposal in the South Carolina Legislature calls for spending $400 million to build a rail yard at the former Navy base in North Charleston, South Carolina. It's part of a $550 million borrowing plan that would also include a barge program with the overall goal of facilitating cargo movement at the Port of Charleston and its latest shipping terminal.
