Private developer Plenary Properties Merced was tapped for a $1.3 billion expansion to the University of California at Merced after the company increased total investment for the project by $204 million. Construction is expected to start in October on the public-private partnership — reportedly the largest ever with a single private partner — and the project should create 10,000 construction jobs.
