Empire Resorts has submitted an application for Adelaar, an estimated $1 billion casino resort in Sullivan County, New York. The proposal, which involves the site of the former Concord Hotel, will include a water park hotel, an adventure park, a restaurant, a golf course and entertainment and shopping facilities.
