Horizon Group Properties will begin construction on its Outlet Shoppes at Rentschler Field in East Hartford, Conn. The group received approval for the 410,000-square-foot retail center from the local planning and zoning commission. The project will feature open spaces, fountains and landscaped, covered walkways.
